Yes, I know that they haven't but three times today I have been involved in conversations with different people based on the premise that "they have scrapped Child Benefits".
Along the lines of "I didernt like the bujit, 'ow come they scrapped me child bennyfits?"
Me "No, they haven't scrapped them, they have frozen them"
"Same diffrence innit?"
Three times I explained the difference between frozen and scrapped and they seemed quite pleased since they were relatively better off than before our conversations.

MD, I got the impression that they neither knew nor cared who "they" might be.
Is it any fucking wonder that ZaNuLieBore were elected for three miserable terms?! Sometimes I despair.
Its only taken 13 years to drill into them that they're merely mindless cattle, to vote how & when told to do so .. God alone know how long it would take to redress that ..
PS .. Best "Brummie" accent in written form I've ever seen .. ;)
