elfinsafety gone bad.

An elderly lady lies on the tarmac twitching and moaning slightly. The white van man* who knocked her over is looking anxious. Several passers-by rush to offer aid and comfort while others are calling the emergency services.
Having no special skills to add I continue on my way into the local Tesco Metro and asked a familiar member of staff if they have a first aid kit as someone has been injured in their car-park. Panic flies across her face but she collars the Duty Manager with my dread news. He rushes to the plate glass window and the look of relief on his face was a wonder to behold.
"Sorry, no, we can't" were his exact words.

The injured customer was not actually on Tesco property but on the public pavement (that leads only to Tesco, nowhere else) and so she was not his responsibility, not even to the extent of offering their, no doubt fulsome, first aid kit or the use of their first aider staff member.

Neither would he have to fill out loads of Health & Safety forms or send a report to the Health & Safety Executive because she was not quite on his working premises.
About the only good thing that happpened thereafter was that the ambulance arrived pronto, less than 10 minutes.

What wretched country we have become.

Banned , if i read this correctly, this (the refusal) had to do with forms to be filled out. If that be the case, America has no f_cking clue what is coming!

It's worse than that Chris, the pernicious laws of elfinsafety have the Unintended Consequence of forbidding help in many circumstances because the Company Insurance scheme won't pay out in the event of subsequential injury to a staff member.

Or the Pretend Police (PCSOs) who declined to help a drowning boy because they "hadn't been trained in water elfinsafty hazards" unlike normal people who would have jumped straight in, a pattern that is emerging now that the full story of the 2007 London bus/tube bombs is being fully reported. Emergency crews stood by awaiting assesments while fellow passengers did the right thing.

Or official elfinsafety advice to taxi drivers that they are not to assist passengers who fall or otherwise injure themselves once they have left the vehicle because "it is no longer their responsibility."

You think I am joking?
How about this from a taxi driving friend. If a passenger suffers an epileptic fit the driver is advised to pull over, ensure that the taximeter is on so that his passenger liability insurance is valid. He is to wait for the epileptic fit to pass (no advice on how to deal with all the frothing and thrashing about mind) and then take the passenger to their destination of choice and present them with their bill of fare, waiting time incl.
He is not, repeat NOT, to continue with the previous plan which was to drive the passenger to the nearest Medical Facility and, usually, not worry about the fare.

I don't have a lot of time for our dear friends and allies in France but they have a Basic Law that makes it a criminal offence to "fail to assist persons in danger", we seem to be going in the opposite direction, all in the cause of Health and Safety and Disabilty Rights.

It reaches the very top. Reports last week that occupants of the Houses of Parliament were advised that, in the event of Mumbai style terrorsit attack or explosion, they are to "run away as fast as possible and to leave the injured to their fate". ie the Parliamentary Estate would not be liable for damages for anyone foolhardy enough to aid their fellow victims.

Chris, this is becoming accepted as normality,though the public has yet to catch on thankfully so yes, America has no clue f_cking clue wjat is coming

If you ever saw the show 'Seifeld' they did an episode, I think the last one, along these lines (not helping).

Now that was a comedy show which is one thing but you are speaking on reality which is very disturbing to say the least.

The picture you paint is not one that would normally come to mind when one hears mention of England.

I am quite positive that if Husseincare is not repealed here in the U.S. we to will see this barbaric scenario playing out in our nation as well.

God help us yes, but we must keep in mind that God helps those who help themselves and others for that matter and that is where we are running out of favor.

2 years ago my son was seriously assaulted outside a bowling complex, there were 2 doormen on duty, no more than 5 yards away and they did not intervene. When I asked why a few days later I was told they were neither insured nor allowed to intervene outside the premises! They literally would have watched a young man being kicked to death rather than break the "rules".

Anon Sorry to hear about that. Some years ago the Police virtually abandoned the nightclub area of my city presuming that the doorstaff would do their work for them until the largest security firm wrote an open letter to the Chief Constable pointing out that their responsibilies ended at their club doors and that it was for the Police to police the public highway.

That French law which sets out the requirement to give aid is taken VERY seriously over there.

Whilst they might be cunts in some respects, we could certainly learn a thing or two from them.

Banned, you mention 7/7 - did you read the news report from the Inquiry that the emergency services wouldn't go into the (dark) tube until there was "official confirmation" that the power was off...not even when someone jumped up and down on the 'live' rail to demonstrate.

Yes I did Eye, that was the firemen I believe, they had to be told it was safe by their own Officers, London Underground Engineers not being qualified to do so.
Meanwhile the assesment awaiting Ambulance drivers got all prissy and upset when a firmen offered to drive the ambulance himself and then swore at them.

None of this is intended as a slur on the competence or bravery of our emergency workers (except for the PCSOs who allowed that boy to drown), it is against the culture of tick-boxing risk assesment that now surrounds them, including the duty manager at my local Tesco who has, no doubt, been instructed not to get involved in incidents off Tesco property.

Hi Banned, this is appalling, but I've read about it happening here too. I hope alot of news outlets picked up this story, and at least Tesco and that horrid manager can get shamed and shunned.

Not even one person stopping to help on the street, how horrible, but again, I see it on the news here all the time. In a few years time, both our countries are going to look the the places in that dreadfully scary movie "The Road".

Calm down bunni love, lots of people rushed to help that poor woman; it's only the Officials, the Experts, the paid Emergency Workers who try their hardest not to get involved. The general public continue to act magnificently in the face of death and disaster as I'm sure they do in America and we don't need a silly law to tell us to aid fellow citizens in distress.

ps Bunni, sadly I doubt if this appeared in any news outlets at all, it was a personal experience on a wintery Sunday afternoon observed by myself and others present.

Incidentally, this site pours scorn on the claims that the London bus/tube bombings "7/7" were a terrorist act.

banned.. the 7/7 london attacks were in 2005 not 2007.
I was in London at the follow up attacks 2 weeks later when the tube / buses/ taxis all stopped. Like millions of others I had to walk miles with my suitcases trying to get across London to my hotel. I got a bit pissed as I stopped for refreshments at some brilliant pubs on the way. Dunkirk spirit !

Sounds like you had more fun than the morning I arrived at the Isle Of Dogs the day after the IRA had tried to blow up Canary Wharf. I asked the Policeman manning a barrier for an alternative route.

It's not unusual in any way, but very unhumane to leave the suffering alone.

It's all to do with liability insurance, if your not on the company premises then fuck you.

The most we can do is call an ambulance and wait.

Having said that in my company the first-aiders fearlessly march onto the public highway and assist any casualty despite what middle management advise them.

You can't even get an asprin out of them these days, tsk, tsk, administering medicines when not qualified to do so, H&S doesn't allow etc, fuck that.

Thank you Anonymous, I doubt if you will come across any grammar facists here.

I know of a company first aider who, like yours, can only call an ambulance for her injured colleagues.
Her company 'no touching' policy being in conflict with the requirements of first aid which she cannot administer despite having gone on all the required St Johns Ambulance/Red Cross training sessions in order to gain her coverted first aider status.
