When the phrase first emerged it was "I can't be asked", an alternative way of saying "I can't be bothered".
As time went by I noticed it mutate into "can't be assed", presumably because it was repeated by people who couldn't understand the accent it was pronounced with.
No I hear the assed version more than the asked.
